Blender 2.64 Release Candidate (RC) has Skin Modifier from Nicholas Bishop:

One weird change in this latest update: we need to use Ctrl+A to adjust the Skin Vertex Radius, instead of S (originally), but anyways, apart from that, Skin Modifier is really cool, and this is one favourite modifier in Blender!
UPDATE 2013.07.03:
There is apparently 2 axis that control the Radius of Skin Modifier and so you can constrain in X or Y (Shift X or Y) when you are adjusting the Skin Radius using Ctrl+A. This way, you will get a more flat mesh from Skin Modifier.
